The Prime Minister will explain his plan to ease restrictions across England at the House of Commons at 3.30pm today. Following this Mr Johnson will address the nation live at 7pm to further explain his plans to reopen the country.

Reports state this will be a four stage plan with pubs and restaurants expected to open, with restrictions, during the third phase of this process.

Pubs and restaurants would be operating as outdoor only services initially. This represents the third stage of Mr Johnson's 'roadmap' following the opening of schools on March 8 and a return of the Rule of Six. The Rule of Six is set to return on March 29 alongside outdoor team sports and means households can mix in groups of up to six outside.

Trade Associations have criticised plans to open pubs partially, believing as many as 60% of UK pubs don't have the facilities to serve customers safely outdoors.

The earliest pubs can expect to open in something resembling full capacity is mid-May. Reports suggest when pubs do reopen indoors 'substantial meal' and curfew laws won't return.

How quickly indoor entertainment returns will depend on meeting four tests: the success of the vaccine rollout, evidence of vaccine efficacy, an assessment of new variants, and keeping infection rates below a level that could put unsustainable pressure on the NHS.

Luton infection rates have declined to around the national average. Yet the infection rate is still higher than it was at the start of the second national lockdown.

Stage four will focus on household mixing and could see families allowed to go on local 'staycations' in June depending on the latest Coronavirus infection rates and vaccination data.
