Former BBC building in Luton town centre to become higher education college

The former BBC building in the centre of Luton is to be turned into a higher education college.

Broadcasting House in Hastings Street has remained vacant since BBC Three Counties Radio and its BBC Look East television base relocated to Dunstable in 2015.

Plans for a change of use of the three-storey office building have been approved by the borough council’s development control committee.

Built in the early-1980s, the premises is set to become part of the London School of Science and Technology, which is based nearby on Dunstable Road.

Its proposals were due to be considered by the committee in October, but further pre-application work was deemed necessary and the scheme was withdrawn ahead of the meeting.

Applicant Syed Zaidi told the committee: “We will improve the appearance of the building.

“I was asked the question why this would benefit the borough of Luton, so filled out the required details.

“We were told to put the premises out to rent to see if any commercial users would come forward, and waited three or four months as directed by the council.

“That didn’t happen, so obviously we are seeking permission as put forward in this case.”

The committee was told there were no objections to the project, which would involve the conversion of the whole building, according to a report to councillors.

“It is evident there is no tangible demand for the building as creative light industrial space for either sale or rent,” said the report.

“There is a well-identified need in the town for extra employment space.

“But it would appear this is for high quality space, such as that provided at Capability Green, and not for disused buildings requiring substantial investment.

“The ground floor will be largely dominated by office space and supporting facilities, such as a reception area, a canteen and a library, as well as a classroom and a laboratory.

“A further 11 classrooms and another laboratory will be arranged across the first and second floors,” added the report.

“The basement will be converted for use as a student common room, and a bicycle storage area will be provided at the back of the building.

“In recent years, prior approval consents have been obtained to convert the premises to residential accommodation.”

Principal planning officer Graham Dore said the statement about the benefits to the borough “formed part of an enhanced planning statement and brief” to the committee.

Councillors unanimously approved the development.
